how would i know if an employment agency is legal?

I submitted my resume at Cruise Internation:Cruise International'; <consumerdir@cruiseshipjob.net... I think they are an employment agency for jobs on cruise.But before they can process my application, I need to pay a processing fee.Before i make any payment i want to make sure that I am dealing with the real people processing such employment.
